Opportunity Information: Apply for AFPRA FY21 06
This funding opportunity (NOFO: AFPRA FY21 06) is a U.S. Department of State, U.S. Mission to Cabo Verde cooperative agreement to design and run the English Access Microscholarship Program on the island of Sal. The Embassy is looking for one implementing partner (expected awards: 1) to deliver a two-year English-language program for bright, economically disadvantaged youth ages 13 to 15 who have only a beginning level of English. The overall purpose is to build practical communication and critical thinking skills, expand students exposure to U.S. culture and civic values, and improve their longer-term education and employment prospects, including readiness for future exchange opportunities.
Because the solicitation was released during the COVID-19 period, applicants were encouraged to think in two tracks: a normal, in-person scenario and an optional second proposal that explains how the same goals would be achieved under public health restrictions such as limits on gatherings and travel. The Embassy specifically invited creative distance-learning approaches, online instruction and promotion, virtual engagement activities, and remote participant follow-up. Budgets could differ between the in-person and restricted scenarios, and applicants needed to show they could manage all financial aspects cleanly, including participant-related costs and any sub-grants or partnerships.
Programmatically, the Access model described here requires at least 360 hours of instruction spread reasonably across two years. Most instruction is expected to occur after school (commonly three days per week, with classes lasting roughly one to one and a half hours), scheduled so it does not conflict with students regular school obligations. The program must also include intensive sessions, often structured like a two-week summer component with more hours per week than the after-school schedule; even in these intensives, instruction cannot exceed 8 hours per day or 40 hours per week. Across both formats, the Embassy expects experiential learning and interactive, real-life contexts rather than passive classroom-only instruction.
A major feature of this grant is that English instruction is not meant to stand alone. The provider is expected to weave in regular cultural enhancement activities throughout the entire two-year period, including during the after-school phase. These activities should be hands-on and participatory and are meant to expose students to U.S. culture and values through discussions, games, community events, and special programs tied to U.S. holidays or civic themes. The announcement highlights potential collaboration with Embassy personnel and U.S.-affiliated educators who may be in-country (for example English Language Fellows, English Teaching Assistants, or Fulbright students), plus leadership training and other enrichment activities that complement language learning. Community service is also emphasized, with the idea that students should better understand local challenges and practice positive civic engagement. In addition, proposals are expected to incorporate computer instruction and technology-supported learning, such as multimedia lessons or structured social media activities, to strengthen both language outcomes and digital skills.
Geographically, the implementation is intended to reach cities and towns across the island of Sal, not a single site only. The provider must specify where classes and activities will be held and must document the right to use those spaces, either because the space belongs to the applicant or through a written agreement with the owner. Facilities must be suitable for student learning and meet basic requirements, including adequate seating, a whiteboard or blackboard, power outlets, and bathrooms that meet global sanitary standards. The provider should also have access to a computer lab with internet, or propose a practical way to ensure students still receive that component.
Operationally, the selected organization would be responsible for local advertising and promotion, selecting participants and staff, organizing and delivering the English classes (after-school and intensive), and coordinating closely with the U.S. Embassy in Praia and the Regional English Language Office (RELO) in Dakar. The provider must define and apply criteria for identifying economically disadvantaged youth, track student attendance and performance, and submit required reporting, including midterm and final performance reports. The opportunity also calls for an active teacher-recruitment strategy, using outreach to education offices, private language schools, and social media, and for sharing program highlights in a shared Facebook group. Another continuing responsibility is maintaining a database of program alumni, signaling that the Embassy values longer-term engagement beyond the two-year classroom cycle.
Funding details include an award ceiling of $30,000 and an expectation that proposals remain cost-effective. A specific cost benchmark is stated: the budget per student should be under $1,300 for the full two-year period. Proposals that demonstrate meaningful cost-share and strong value for money are prioritized. The announcement also underscores the need for strong financial management capacity, especially if the project uses partner organizations or sub-grant arrangements.
Eligibility and selection are geared toward organizations that can credibly run a structured youth English program at scale on Sal. The grantee should be an established English language institution or an NGO with relevant experience administering educational programs and/or teaching English, preferably to the 13 to 15 age group. Applicants need access to a reliable base of English instructors who can commit to the project, and they must be prepared to coordinate curriculum development with the Embassy. Organizations with prior experience working with educational institutions at a national level, and those able to reach multiple locations across Sal, are positioned as especially competitive.
Administratively, applications were accepted up to the closing deadline of July 23, 2021 at 11:59 p.m. (GMT -1) and were submitted electronically to the Public Affairs Section at PraiaGrants@state.gov. The opportunity was labeled discretionary, using a cooperative agreement mechanism (which typically implies substantial involvement and coordination with the funding agency during implementation). The Embassy also flagged that, depending on Cabo Verde government COVID-19 quarantine decisions, program timing could be postponed, with further details to follow.Apply for AFPRA FY21 06
